In the wake of the contracting scandals that have been uncovered in Iraq, the government, through regulation and legislation, is currently seeking to raise the bar on what might constitute a contractor's "knowledge" of purported "unethical" conduct by its employees, the disclosure of such conduct, and the penalties associated with a contractor's purported violation.
