Join this session to remove some of the mystique of telehealth. Andrew Wilson, a healthcare attorney, and Carol Morris, Delaware’s Director of Telehealth Planning & Development, will discuss legal, business, and practical considerations for using telehealth in your practice. This Primer will use Delaware’s telemedicine law as a model and address federal infrastructure. They will also discuss where they see the field moving as telemedicine and telehealth proliferate, patients demand access through technology, and the health care system moves to fee for value.

Carolyn Morris

Delaware Department of Health and Social Services

Carolyn Morris is the Director of Telehealth Planning and Development with Delaware Health and Social Services (DHSS) and chair of the Delaware Telehealth Coalition. She holds a Master’s degree in Health Services Administration and a Bachelor of Science in Database Administration, both from Strayer University, and earned her certificate as a Telehealth Program Manager from the University of Alaska Southeast (UAS) and the Alaska Federal Health Care Access Network (AFHCAN). She also represents Delaware on the Mid-Atlantic Telehealth Resource Center’s Advisory Board and developed the Advanced Telehealth Coordinator certificate program for the University of Delaware Division of Professional and Continuing Studies, also serving as instructor and program director for the program.

 

Andrew ("Drew") B. Wilson, Esq.

Morris James LLP

Andrew B. Wilson (“Drew”) is an attorney and legislative specialist in Morris James LLP’s Health Care Industry and Government Relations Groups. Mr. Wilson assists clinicians and their practices through regulatory compliance, how to expand their business and billing, and innovation implementation such as telehealth adoption.

He also acts as a voice in the healthcare policy discussion, speaking on behalf of physicians and the Medical Society of Delaware, advocating for patient access to efficient and cost-effective quality care.

Mr. Wilson started his career as counsel in the New York State Senate. He was counsel to four Senators as well as the Alcoholism & Drug Abuse Committee. In addition to building an expertise in health law and policy, Mr. Wilson has worked on many political campaigns ranging from volunteer to kitchen cabinet to statewide campaign manager where he has built an expertise in campaign and election law.

He has been voted a top healthcare attorney by his peers in the Delaware bar and received the “40 under 40” distinction from Delaware Business Times in 2018. He received his B.A. degree from St. Lawrence University and his J.D. degree from Albany Law School. Mr. Wilson is a member of the American Bar Association, the American Society of Medical Association Counsel, and the Delaware State Bar Association where he co-chairs the Health Law section. He sits on the State’s Telehealth steering committee and joined the Delaware Center for Health Innovation board in 2019, Delaware’s leading health care think tank.
